Creating a local menu file

Hello,

I am trying to find out how to create a local menu file in Gnome. In addition
to the default Gnome3 and Gnome Classic menus, we want to have an
additional, separate, customized menu, for our local setup. The additional menu
would get its content from files on the network, not from files local to
the computer on which Gnome is running. Can this be done ? If so, are there
any guidelines for doing it ?
