[PATCH 1/2] basedir: Reformat text and indentation, fix inconsistent hyphenation

* Reformat and reindent the text and use spaces exclusively instead of
  mixed tabs and spaces. (Spaces choosen since the majority of lines
  were space indented.)

* Make hyphenation of 'user-specific' more consistent.
