New specifications.freedesktop.org website

https://specifications.freedesktop.org/ is now completely generated
through the CI in this repository:
https://gitlab.freedesktop.org/xdg/xdg-specs/

The Python code in the web-export directory is the one that does all
the fancy work, and you can glean information on the setup you'd need
in the .gitlab-ci.yml file at the top of the source tree.
