Not sure how interesting it is for you, but 
https://github.com/flatpak/flatpak-xdg-utils is a reimplementation of
some of the xdg-utils on top of portals (for use in a sandbox). Its
written in C + glib, so might not be a great fit for the full xdg-utils 
though.
