External thumbnailer spec

The proposal is an extension to the desktop entry spec, which would allow for an external program mark itself to be called when a thumbnail is needed.Things needed:
A different type of say thumbnailer.
An Exec that has the file to be thumbnailed as the %u or %U if there are many.
A way to disable a thumbnailer this could be done by having a downstream desktop entry have Disabled=true

The thumbnailer would add a thumbnail using https://www.freedesktop.org/wiki/Specifications/thumbnails/ to the cache and then loaded
