The fact that any metadata or indexer-related process has to handle
this seems out-of-place.  File monitoring and notification should
probably be a publish/subscribe model handled by a desktop-wide
service.  The VFS seems like a logical place for this, or a new D-Bus
API to gamin (if it were actively maintained).
