[Xesam] [Web] Wiki down, hopefully up soon

At this ridiculously inconvenient time the Apache server decided to
belly up in a non-trivial way (scattering persistent locks around so
restarting doesn't work). The xesam.org hosting provider is looking at
it and will hopefully get us back up soon.

I still haven't found the root cause for this and I am investigating
it with the hosting provider.
