[xliff-tools] PO Repr. Guide: restype attribute for PO Header

Oh, replying to my own post (how sad is that !?) I just checked over the
draft recommendations about dealing with the PO header in the guide at :
http://xliff-tools.freedesktop.org/wiki/Projects_2fXliffPoGuideDraft2#head-dedfe503be9515e44b4f7ee59cdf82e6730d7c30

- so I guess I'm disagreeing with that section, sorry I didn't get a
chance to mention these comments earlier...

Any thoughts ?
