[xliff-tools] CVS checkout of xliff-tools -- is it still valid?

Hi list:   I'm new to XLIFF and xlliff-tools. I'm trying out the package
described at http://xliff-tools.freedesktop.org/wiki/Download, using the
anonymous CVS checkout.  I'm just experimenting, trying to get a feeling
for the xliff/po process. 

I've also tried the src tar file and I've run into a few build problems,
now stuck on unavailabilty of the getopt.h file. This is simple enough
to bypass, but:  

My general question is:   Is anyone out there using the xliff-tools
package with success?
