[ANNOUNCE] pixman release 0.14.0 now available

A new stable pixman release 0.14.0 is now available. Notable news
since the last stable release 0.12.0 include:

        - Fast paths for certain operations on ARM cpus [Jeff Muizelaar]
        - A number of operations [Keith Packard]
