[ANNOUNCE] xf86-input-synaptics 1.3.99.901

synaptics 1.4 RC1 is out now. This release works against the upcoming server
1.10.

Numerous bugfixes and cleanups, two new features:
- synaptics uses hysteresis-based noise cancellation
- synaptics now allows for absolute mode

      Factor out delta calculation into a static func.
      Factor out edge speed calculation.
