Proposal for Version 0.4 of Xfixes Extension

Correction on the version number of Xfixes enhancement proposal to
support Hide/ShowCursor and GrabStateChange event. The current Xfixes
version is 3.0. This is a backwards compatible change, so the version
number of the enhanced Xfixes extension will be 3.1, not 0.4.
