RFE: Donate Sun's FBPM ("framebuffer power management") extension to Xorg.

That extension allows control over the power management features (just think
about the hundreds of watts consumed by the highend gfx cards from Nvidia or
ATI... or think about Sun's ZULU monster framebuffer) of newer graphics cards
and may be a nice-to-have for Xorg Xservers.
