Some users have found the xset manpage to be a bit confusing with respect
to keyboard repeat rate setting, which has lead to some bogus bug reports
due to user misunderstanding.

In the attached patch, I've modified the manpage in a more readable manner
which is less likely to be misunderstood by users.
