Well, there are plenty of other deadkeys in us_intl that have to be invoked with
shift, so I don't see how this is an argument, except for "it's been like this
for a long time, so let's just keep it this way." I was just noting that this
seems to be different to other us_intl layouts, and very inconvenient for things
like writing code.
