"xman" can't view japanese manual pages.

Steps to reproduce:
1. Log into a Solaris machine where the japanese locale has been installed,
session=CDE, locale=ja_JP.PCK
2. Make sure /usr/java/man/ja_JP.PCK/ is in the $MANPATH
3. Start "xman"
4. Browse "java" manual page

Result:
Unreadable ascii gibberish

Expected result:
Japanese text
