POssible solution, patch for 2004-10-31-trunk
The patch solves the problem via setting the FONT_ENCODINGS_DIRECTORY
environment variable when invoking "mkfontscale".
The remaining question is how to deal in the cases where
a) an installed X11 version is used
b) someone is doing crosscompiling
