In xc/programs/Xserver/os/WaitFor.c, at the end of the file, there is a function
named SetDPMSTimers.  Three timers are checked in sequence; if the time value is
greater than zero, then the timers are set accordingly.

For each of these timers, if this condition is NOT met, then they need to be
cancelled.

(Someone else needs to implement this, I've just looked at the code.)
