I have the same problem with a ATI Radeon VE/7000 QY conntected to a LCD monitor
via DVI on a Fedora-Core-3 system (Athlon Thunderbird, KT133). It started after
I've upgraded to xorg-x11-6.8.2-1.FC3.13 (6.8.1 was OK). I've tried to disable
DPMS, set different values for the DisplayPriority and DynamicClocks options --
nothing helps (but downgrading to 6.8.1 makes the blanking go away).
I don't think that the driver from ATI's website has anything to do with this
as I have never installed it.
