This is a regression from XFree86 4.3.0 release. How to reproduce: 
 
Press Caps Lock + ı (i-dotless) = it prints ı (i-dotless) 
 
Now disable caps lock. 
 
Press Shift + ı (i-dotless) = it prints I  
 
As you can see behaviour of Shift is correct but xorg.conf has caps:shift 
option so Caps should behave like Shift too. This was working as expected in 
XFree 4.3.0 .
