evdev driver with autotool funkyness

Here's an update of the evdev driver.  I've repackaged it as a autotooled
package in the hope that this is how it will be distributed eventually, once we
modularize the monolithic tree.  Also, I've incorporated ajax's fixes from
comment #11 and made the log messages less alarming when it discovers that a
mouse is not a keyboard.  The README file describes how to configure and
install it.
