Are you using ACPI and a HP specific acpi module?  I think the bios is doing
something behind the drivers back.  Can you try xorg from cvs with the
"BIOSHotkeys" option set to true?  this may be related to bug 2000. 
Unfortunately, I don't know what the bitfields in the BIOS scratch regs mean.
