xorg enforces hal now?

you mean as option in the InputDevice section for the mouse?

Section "InputDevice"
   Identifier      "Mouse0"
   ...
   Option "AccelerationScheme" "none"

will try..  at least the debian/unstable xserver-xorg-core package seems 
to be 1.6.0 now... so this could be working...
