[PULL] Cygwin configure fixes

These patches for configure are all Cygwin-specific, and are necessary 
for the xserver build to succeed when configure is run without 
arguments.  They were posted to the list 10 days ago but received no 
reviews.

The following changes since commit 495cec794dad95ed0c79048f3c410ad23e7d5ea4:
