[PATCH] unifdef -B -DRENDER to always include RENDER code

This is not an actual proposal to apply this patch, I just wanted to 
start discussion on what we could do if we really want to eliminate the
silly 'we have to have this #define' stuff in our configuration.

Are there existing #defines that we require for all X servers? Is RENDER
one of them?
