It looks like there's already a compClipNotify.  I should learn to read.

The only subsystems wrapping ClipNotify are composite, xv, and dri1.
Given that dri1 basically doesn't work with composite as it is I don't
think there's much risk of breakage.  But I'm happy to see any revision
you come up with.
