[PATCH libXi] doc: specify minimum version for xmlto and ascidoc

Specify 0.0.20 as the minimum version for xmlto.
Older versions do not have fop backend.

Specify 8.4.5 as the minimum version for ascidooc.
Older versions stop with errors.
