The easiest way is to just add the doc target to the list of modules to
skip in the configuration.
There is a patch that allows to modify dependencies of selected modules
through the configuration at [1]. So it would be possible to clear all
deps from the docs meta-module and add them to others. The Gnome folks
have all they need, but it will end up in x-jhbuild.
