[PATCH xorg-docs 0/3] Modularisation of xorg-docs

Adopting common util-macros documation macros such as XORG_ENABLE_DOCS
and soon to come XORG_XMLTO for DocBook XML docs.

This will make the xorg-docs consistent with other modules when it comes
to build docs, e.g man, doc and specs subdirs.
