Just to make life of package maintainers easier, and relieve them of 
maintaining it as a distro-specific patch.

There are not that many applications which should go to the menus (just 
from the top of my head I think xedit, xeyes, xclock, xconsole?, xload?, 
xmag, xman, probably few others).

This is just described in

And briefly, it should add an item to the menus of the compliant desktop 
environments (works with default Gnome, KDE, WindowMaker, and probably 
few other ones). I guess Mac OS X (it would be cool if they did), and 
Windows don't work with this.

And yes, it should be just put in the tarball (Alan is right, that's 
piece missing, I will fix that), not installed per default.
