setxkbmap: Refactoring for better style and maintainability?

Yeah, setxkbmap is pretty rubbish.  I guess I'm probably the current
maintainer, and am not really doing much anything with it, as it does,
for all its faults, work.  So yeah, feel free, and thanks. :)
