Are we ready to tag & release libXext 1.3.0?

Thanks for digging that patch up, but it is incomplete.  Let me plug in the missing functions and do a little testing, then I'll post an updated patch.

I haven't kept track, and just trying to get everything finished up for
integrating the client side of Sync 3.1 to our packages to go along with
the Xorg 1.10 integration.)
