Installing proto pc files in /usr/share/pkgconfig?

I thought we'd done that already, but it appears I just override pkgconfigdir
when doing "make install" for our packaging and forgot that was only local, not
upstream.

Perhaps we were waiting to see if the long proposed proto merge ever happened?
