X server 1.17 ABI freeze

It's been a month(-ish) since the first release candidate was released 
for xserver 1.17, so it's time to freeze the ABI.  That means that you 
can extend the ABI in ways that are backwards-compatible (e.g., add 
fields to the end of a server-allocated structure that is not exposed in 
an array), and change the API (e.g., rename things), but please avoid 
changing the ABI in a backwards-incompatible way.  I.e., a driver built 
against the ABI 19 snapshot should still work when loaded by the 
official xserver 1.17.0 release.

The ABI for xserver 1.17 is frozen at commit 
4b0d0df34f10a88c10cb23dd50087b59f5c4fece with the following ABI versions:

   ANSIC: 0.4
   Video driver: 19.0
   XInput: 21.0
   Extension: 9.0
   Font: 0.6
