Yeah, I know, bikeshedding, but... apparently we can get rid of this 
#ifdef completely using a forward declaration. Untested:

struct gbm_device;  /* even without GLAMOR_HAS_GBM this is valid code */

typedef struct {
     ...
     struct gbm_device *gbm;
     ...
} whatever;
