for the archives: this is done so the tools can be separate X input devices.
That way, clients like e.g. the GIMP can assign separate tools for each
physical pen. For pens with unique IDs (the Intuos/Cintiq pens) this means
you can literally assign a virtual tool to a specific physical pen.
