Because it predates the X.Org modularization - it's an independent FreeDesktop
hosted project which originally provided replacement XKB files for those
provided in the XFree86 & X.Org monolithic releases.

When we split up the X.Org monolith, we deprecated and stopped maintaining our
separate copy of the XKB config files and designated xkeyboard-config as the
official replacement for ours, but did not merge our project with theirs, though
at this point, that's mostly administrivia, as we work closely together anyway.
