[PATCH xf86-video-chips] X Server crash fix for non-HiQ Video C&T devices

Due to a faulty new vgaHW ABI conversion commit, X Server was crashing 
on non-HiQ Video Chips & Technologies devices.  This patch fixes that 
bug.
