[Xorg] Code freeze and first release candidate tagged

The code freeze is now in effect. This means that only documentation
changes and approved bug fixes are allowed to be checked in. If a bug
is found in the code, the process that was decided upon at the release
wranglers meeting is to:
1. Enter the problem into bugzilla (with an associated patch that fixes
the problem, if possible)
2. Send e-mail to the xorg at freedesktop.org list with the bugzilla bug
number to let everyone know that there is a potential blocker
The bug will then be reviewed and if approved, the release manager will
check in the patch. This applies to all code changes. Documentation
only changes are still allowed to be checked in directly.
The first release candidate has been tagged (XORG-6_7_99_901), and we
would like to ask that everyone please test this out. Also, those of
you who are building test packages, please build new packages for this
release candidate for people to test. Thanks!
