File encoding is now UTF-8

BTW: There are a couple of SGML/XML DocBook files in the tree which are
currently using ISO8859-1 as base encoding (actually it should be
ASCII-entities but I didn't check whether this is always the case).
Please do NOT change that - the neccesary tools to process these files
can't handle UTF-8 properly right now (e.g. you'll likely break the
generated documents when you change the encoding of the source files)
