[Xorg] patch queue

I've got a few patching I'm planning to commit in the next few days:

1.  add Xv support to pre-nm2160 neomagic chipsets:

This patch has been tested and works for Xv on the chipsets in

2.  radeon DynamicClocks (formerly DynamicPM) patch plus small fixups
and such from ati's last code drop (typo_fixes, remove_fudge, laptop,
xvfix)

dynamicclocks plus other small ati fixes:

The small fixes and clean ups from ati are pretty straight forward. 
the DynamicClocks patch works fine for me (tested on m6, r100, rv280).
 Some users report that is reduces the speed of certain openGL apps
when it's enabled.  I haven't personally seen this.  However it does
increase battery life on my laptop and also makes it run cooler (the
fan seems goes on less frequently). I have gotten quite a few other
reports of positive effects from using the patch. default is off.

3. Ryan's MGA patches.
the first one looks solid.  the second? yes? no?
