Well, it really should be a vertical wheel event, I think. Mapping it to 
z-axis is also "wrong".

Sure, this is cool stuff, but I'm not sure how much work it would be, or 
if it would be worthwhile.

In what way? You can change the core keyboard with XInput, what else 
should it do?
