You can join ATI devrel and make a request to be considered for 
documentation access.  Docs don't generally just get handed out to 
people just for signing up with devrel though, so don't be discouraged 
if you don't get them.  Generally though, theres enough information in 
the driver source code that you don't usually need to read the docs anyway.
