There might be a fairly decent correlation with

  a) Xlib.h defining X_HAVE_UTF8_STRING

  b) Xmu/Atoms.h defining XA_UTF8_STRING

Just an idea ... The proper solution would, of course, be to have a
POSIX-style macro ("#define XLIB_VERSION 200409L") that gives the year
and month of the Xlib specification that this API implements.
