Because it's a GNU project, and GNU aim to be rather viral in nature
(witness, for example, the GNU/Linux crusade).  It's designed out of the
box for GNU projects; if you set AUTOMAKE_OPTIONS=foreign (as you should
anyway) in Makefile.am, it won't do this.
