Xss/COPYING in xlibs CVS contains GPL

In the xlibs module, Xss/COPYING contains a copy of the GPL.  I'm
assuming this is unintentional, and caused by GNU autotools?  If this is
the case, may I replace it with the X Consortium copyright notice and
license at the top of Xss/XScrnSaver.c?
