xkeyboard-config and modular release

Hi people

Tonight there was discussion on IRC regarding the integration process
for xkeyboard-config. Talking about the porting to the monolythic
tree, some points were mentioned:

1. New dependency in the build process - intltool
2. Potential problems with xorg.conf for many users
3. Full compatibility with the current X.Org code (server, xkbcomp, setxkbmap)

So, the following schema was proposed:
XOrg monolythic tree would introduce some build-time option which
controls whether 'own' (or 'old') XKB configuration files are going to
be built/installed. By default this option is OFF - so people are
encouraged to install xkeyboard-config (because they don't have old
files). Sure, this should be put in some README file with clean
references etc.
