Cool. I think something like this could be useful for the overall design
towards standalone Xgl as well. I'm not exactly a fan of wikis myself,

How would the modesetting library know which modes it can set on which
outputs if it doesn't keep track of hotplugging?

IMO it shouldn't do that, it should just take the surface to display as
a parameter, preferably via an opaque identifier, but that might be hard
to achieve with this level of separation of components...
