I think that could be done with the existing server infrastructure. 
Something like like we do for Xv attributes, but for the X server
itself and supporting more than just int types.  It would still be a
pretty big overhaul, but I don't think it's be much more than the
other projects you mentioned and most of the DDX code could be
re-used.
