Oh, do you mean the protocol header packages, xfont, xtrans... located
in /cvs/xlibs? You need to install those. Sorry, thought you meant the
actual xlib implementation, the 'x11' module.

Looking at configure.ac it seems like the following packages are
required:
randr render fixesext damageext xextensions xfont xproto xtrans xau

And of course glitz and glitz-glx if you like to build Xglx.

That should be it. But if you still have problems, install all packages
listed at this page: 
http://www.freedesktop.org/Software/Xserver/InstallGuide
